Today Mike Neil, Corporate Vice President, Enterprise Cloud, announced that the first technical preview of Microsoft Azure Stack will be available on January 29.
You can sign up to get a notification when it is available and I highly recommend to do so!

Furthermore I recommend to have a look at the Azure Stack QuickStart Templatest to be familiar with the ARM templates and to prepare the PowerShell scripts to authenticate against Azure Stack as you can see it in the README.md.
